Could you clarify where in SOLAS it is written that 12 consecutive starts are required? I have only found IACS notice M61 addressing this issue. SOLAS chapter II-1 part C rule 34 does not make any mention. There is a 3 start minimum capacity placed on emergency equipment, but not main or auxiliary engines.
